Review before deployment: PCQ is a distribution method, not a complete bandwidth policy. Choose a classifier that matches the direction and attach the queue type to a parent or Simple Queue deliberately.

How to use this result
For subscriber download, destination address usually separates users; for upload, source address usually does. That rule assumes the packet is observed at the expected point. Verify with queue counters and a two-subscriber test, because VLANs, tunnels, and marks can change the correct classifier.
